for me, the game said I'd be able to vasal TO in the next war after my last conquest war.
Using the CB that follows with that mission reduces the cost of forcing vassalage to 75% making it possible to vassalise them in a single war.
Same goes for TO as Poland. You will get a mission usually quite early to "force the knights into submission" or something similar.
Province claims have a -10% Province warscore cost and unlocking Flexible Negotiations in Diplomatic idea grants a -20% Province warscore cost.
Another thing, the higher the autonomy that province have the lower the warscore cost. So lets say the province has a 100% autonomy, that would reduce it by -33% Province warscore cost.
Other then that, trying to get autonomy higher by having rebels spawn might be too much of a hassle and usually rebels only give about 10 - 33 autonomy when they take over a province.
As the other people say, admin eff or the subjugation mission is the best way to get nations within vasslized range.
If you can't get any of the options I have listed above in time, best way is to release the nations or take over them and wait for the next war. Usually two wars would be enough to fully vasslized Scotland. But since Sweden is in a war, I would let them take a couple of provinces to reduce the warscore below 100% then you can vasslized Scotland within that war. Only problem is that you have to fight Sweden for those land later. Unless you get lucky and Scotland nationalist rebels pop up and retake the land back :)
