My legitimacy just dropped to 20 because my ruler died without an heir, I'm playing Ming so this means I just lost the mandate of heaven and is very bad.

You can buy 10 legitimacy for 100 military points. That is usually the fastest way to get it other than having alot of royal marriages.

To use the 'Strenghen Govermrnt' option you must own the Rights of Man DLC. It is located in the goverement tab, just below your goveremnt form.

Apart from that legitimacy recovers yearly at high prestige. If you are catholic then you can also use the Papal action 'Sancrtion Dynasty' to gain addtionally legitimacy per year.

Didn't have any pretender rebels, I just got it up with millitary power and also got an event that gave me +30 legitimacy so I'm safe for now.
