Do anyone knows how to form client states in overseas territory ? help, i've got many revolt problems and i'm broke and it's in overseas territory

I assume it is somewhere in Africa or Asia:
Usually You are not able to form a client states in overseas territory. However if you have a line of Full Cores connecting to the point where you want to form the client state it is possible.
For example: You are Spain and want to form a client state in India.
You would have to a line of full cores from the maghreb over egypt to arbia to persia to india to form a overseas territory.
Also you need to be at peace and you can't have more than 10 client states.

Also, don't you have to have your capital in Europe in order to make client states? I don't believe nations with capitals in other continents can make client states. I could be wrong (I don't use this option too often so I'm not the most familiar to it).
