forming Roman empire as HRE

so im doing austria and i have revoked the privligeia (so i let my vassals do all the fighting) and im considering colonizing but what are some good ideas considering my goal of forming the roman empire?

Offense would make your sieges go faster which could speed up wars. Influence would let you diplo annex vassals more easily. Administration would give you a nice coring cost reduction.

One of the requirements of forming the Roman Empire is (X) Not the HRE. So unfortuntely you cannot form the HRE then form the Roman Empire. I beleive you can form the Roman Empire and then form the Holy Roman Empire.

i have only revoked the privligiea so im still not the HRE, i will form HRE after i form Roman empire though
