Should you always core and change the culture of your new province?

I'm playing as France and I've taken over most of Italy. The game is always telling me to core because I"m over reached or something. Does all that matter? Also after one is done coring sometimes it gives me the option to core it again. Did I do something srong? I don't want to spend the points again.

You must core your provinces, otherwise over extension will destroy your nation by constantly spawning rebels.
You're not coring "twice". In fact, the first time you core, you only pay half the actual cost. You pay the other half if you turn that province to a state.

as for culture. Don't bother unless you know what you're doing. For example, culture-shifting and the like.

Culture conversion is generally speaking, is not something you should be doing a lot of. And when you do it it's often a bad idea to convert it to your own culture.

Culture conversion can end up rather expensive and it can worsen relations with neighbours (though if they already hate your guts, that's less a concern).

It's typically more cost efficient to make them an accepted culture instead.

If you stack modifiers on culture conversion its not so bad to convert your states.

You get -20% from being muscowy/russia, -25% from religious, -20% from parliment, -25% from enlightment, -25% from bordering a province with the same culture and -20% from influence-religious policies. If you get many of them its quite cheap to culture convert.
