How do i claim provinces?

So im playing as ottomans right now and i see they have ♥♥♥♥♥♥♥♥♥ of claims on provinces. Do i need to declare wars to get the provinces or build a spy network?

Claims are just a indication you want that province, you must fight for it.

Yes, you need to build a spy network and then claim the province you want.

Indeed send an ambassador for spy network. When reach 20% of it, you can ask for claim

So, since you're the Ottomans, you'll have a lot of reconquest claims on the Anatolia region. Since you have those, you do not need to build a spy network in those countries to declare war on them. For countries that you don't have claims in though, you will need to build a spy network and fabricate a claim before declaring war.
