You pull up the missions pop up, look at the national decisions tab, there should be a "change to plutocratic administration" national decision or a "change to oligarchic administration" decisions

Hover your mouse over the question mark in one of the other bars, and it should tell you what you need to do, if I'm not wrong you need to have admin tech 10 and you need to complete oligarchic or plutocratic decisions

Aw darn it, is it the only way? I wanted to do Qing exploit (where you can play with your custom nation and still earn achievments) and it seems it doesn't let me change government type. :/ Welp, since I got rich provinces I hope I will get bunch of points to change to plutocratic admin...

I don't really know because I play vanilla mode, but for me it is the only way to reform your government without events/ideas such as making the kingdom of tuscany the ambrosian republic through event

Hm, what exactly are you trying to do. Qing has no special government type, so you should be able to change to oligarchic republic by completing influence+aristocratic idea group. Or technically trade+economic for merchant republic, but then you are limited in size to 21 provinces.
This only works after you reformed to Qing, not as manchu, as it is a steppe hord.

So, that's the normal way. I have no idea about that exploit, so I can't comment on that, but that's how you usually change from a monarchy to a republic.

edit: Specific events are for example milan, which can change to the ambrosian republic. So I guess you could mod a country quing with milan events.

Tag specific events like already mentioned Milan or Netherlands.
