Western vs eastern vs muslim vs indian etc.

I've played europa since eu1, and I always remember non-western tech groups having singificantly worse militaries. There have been a lot of changes over the last few patches, and I've heard player talk about certain non-western nations as if the tech group isn't a big deal. So I'm curious - how do they compare now? Are units of western still going to have a big advantage? How do they compare against Indian?

To make it short:
Unit types have pretty much the same number of pips.

All types of units still have same pips difference, but since there are institutions instead of permanent tech penalties some asian nation can tech up pretty fast.

So an Asian nation of the same tech level of different tech groups have no real difference? A western power with x tactics, disc, morale would be of as good a quality as any other tech group with the same tech level and tactics, disc, morale?
