where is it? every source I've read has said it was a free addition to the game with one of the previous patches but I haven't found it yet. it should be right next to the assault garrison button on the siege screen but its completely missing, not unclickable, just missing. which sucks because it seems useful for taking down forts.

Well.. it's not so that you really need it lol Most of the time I don't even use it, because the costs are not worth it, if you can win the war easy anyway.

Expansion features need to exist to sell expansions. Otherwise there is no Artillery Barrage for anybody, and we are buying EU8 by now, none of which ever got fully fleshed out.

"Free" patches only exist at all because there was a DLC that sold to pay for continued development.

Its not even that good, I would rather spend my monarch points on something else than speeding up a siege.

Please elaborate how gameplay is killed because of Artillery Barrage.

Like all monarch point spending apart from technology and ideas, artillery barrage sounds like situational short term thing. For what I reason, it may have use if you are losing on other fronts and need to win the siege quick to secure favorable peace treaty. Spamming short-term benefits isn't good idea. Overuse of harsh treatment partially ruined my first EU4 games but when used at right times it can save you by delaying death-spiral-potential rebellion from spawning until you have recovered/built enough army to deal with it.

It all depends on what you're using with your MP, I for one never use harsh treatment and only raise war taxes if I really need it. The artillery barrage can really turn the tide in some wars, I like it so far.

You can just spam it with every fort you siege. Especially if the garrison is low. I often have a military power surplus anyway. It is pretty silly that you pay some mana and magically the forts walls are destroyed.
