Prussia is not about Morale, if you want a morale monster go for France.

Pick what appeals to you.
If i do it as Sweden/Bohemia or something like that i go: Influence -> Defensive -> Innovative -> Offensive -> Economic -> Quality
Policies: Quality/Economic gives 5% discipline, Innovative/Quality gives 20% Infantry combat ability, Innovative/Offensive gives 10% Siege Ability and +1 Leader Siege
If you REALLY want to commit to spacemarines you could also add aristocratic to always have 100% army tradition, but i personally dont think it is worth.
edit: also for unit types: offensive Pips > defensive Pips and Morale > Shock > Fire.
This will give you the biggest chance for stack whiping.
