If not all they will do is flip you to a constitutional monarchy I believe, check in the rebels tab as to what would happen upon their success.
You need the Revolution disaster to have fired and ANY rebels to take control of your capital in order to become the birthplace of the revolution.

A friend of mine had a revolutionary Ming early in the game some how. I have absolutely no idea how such a thing happened. I mean it wasn't even 1600.
It's one of the few good disasters. Just gotta makesure they don't enforce demands before they take the capital. As soon as the capital gets taken you will flip to the new government type at the end of the month.
