How do you change countries attitudes towards you to friendly?

There's not a concrete way. Just improve relations, increase your army/navy size, make sure they desire none of your land, and you none of theirs. You gotta just hope that they will become friendly.

saving + exiting to main screen and then loading from the save once their rep is over 100 is a semi-reliable way to get them to flip as all AI nations reevaluate their diplomatic opinions on loading.
