Can't Redeem Can't redeem DEVCATS COLLECTION (FOR GIFTS)

Hi Devcats! I was gifts a copy of DEVCATS COLLECTION (FOR GIFTS) by a friend. The collection includes 5 adorable looking items
*Zodiacats
*Sudocats
*A Building Full of Cats
*A Castle Full of Cats
*DLC: A Castle Full of Cats: Bag of Treats
*DLC: An Arcade Full of Cats: TimeWarp Trouble

When I try to redeem the gift pack, I get an error, saying "INSUFFICIENT PRIVILEGE". I sent a support ticket to Steam Support, and they said that the package contains DLC is for, "...additional bonus content for the base game. You must register or purchase the base game on Steam before you will be able to redeem the gift."

Looking at the gift, it does, in fact, contain DLC for "An Arcade Full of Cats". But it doesn't include the base ame of An Arcade Full of Cats. There fore, I cannot redeem the gift from my friend without making an extra purchase myself.

Can you provide a solution so that I can redeem this gift without having to perform additional purchases?

i got the same gift pack. found out "an arcade full of cats" is free to add to your library. no additional purchase necessary.
