GF can't accept gift pack?

I gifted the DEVCAT COLLECTION (FOR GIFTS) to my gf, and when she tried accepting it, it said "Insufficent privilege", i read online and apparently this happens because i'm trying to gift her a DLC for a game she doesn't have? How do i fix it?

I don't know if you figured it out already, but she has to add the free Arcade Full of Cats game to her library first. Then, she will be able to accept the gift.
