Retro animation framerate?
Of all the 5th gen 3D games that I have, I only have two that have an animation framerate that is lower than the game's framerate. they are Bubsy 3D and Earthworm Jim 3D. Two games that are notorious for their bad quality. The overwhelming majority of 5th gen 3D games have animation frames that match the game's framerate. So i'm not sure why this "feature" is here.

it makes it look ocarina of time-y(20fps-ish) while allowing you to keep your normal refresh rate for less input lag

You can turn it off in the settings.

input lag with a low refresh rate is only a problem when you base the game's internal logic on the external frame rate. A polished game does not do this, in fact this is exactly what Super Mario 64 does. That game internal logic works every quarter-step (1/4 of a frame). So while the game's maintains a constant 30 fps it's internal logic runs a 120 fps ensuring no input lag even at a low frame rate.

The game was made for a game jam. I guess they took some short cuts.
Anyway, I'm so used to it I can't do drift jumps without it.

I agree the game looks better with full speed anims; I think the retro framerate was more of general stylistic choice like that choppy animation technique popularized by spiderverse

A rather poor stylistic choice if that's the case. Remember that this game is trying to resemble the 5th generation of video games and the only games (that I know of) that have this are the two objectively bad games that I mentioned in my original post. It also doesn't help the fact that the setting in game only affects Sybil's animations and not the enemies. So again not a good look.
just turn it off in the settings then tough guy

I already said that this setting only affects Sybil's animations not the enemies or bosses so turning this off basically makes it look like Earthworm Jim 3D. In that game Jim's animations are consistent with the game's frame rate whereas the enemies and bosses are not.

The game was animated to look best with the limited framerate. When you disable the feature, you can see that some animations are choppy.

It's a stylistic choice that also lets the animator focus on strong key frames instead of spending a million years micromanaging tweens. The ability to disable the limited animation is basically just an accessibility option; the game looks worse without it.

"but i don't like how it looks" not all artistic decisions are made for you personally.
