Also, there's unlockable outfits unlocked via time trial challenges that have Sybil wearing pants, or an outfit that fully covers the body. The easiest one to get is the Professional outfit that is in Castle Sansa locked behind a door in a four-way intersection of a hallway.
That said, the funny thing is the reason why Sybil isn't wearing pants by default is because the small goat servants aren't either. The outfit is meant to be a disguise of sorts that unfortunately doesn't come included with pants. XD
Be warned that the time trials are hard. Well... most of them are. The specific one I mentioned is the easiest in the game that only requires basic platforming movement (slides, wall kicks, and high jumps) to do.
