Report a translation problem
This isn't a new game. It's been out for almost three years. I have it on PS3, Xbox360, and Windows 8 and NONE of the add-on pack stuff is included in those versions.
THEY DID NOT "REMOVE" ANY CONTENT.
Update: Original source did not mention the additional content is separate from the upcoming free patch.
They aren't ripping you off here. The Steam release is coming out at around the same time as the upcoming DLC that will be available on all platforms. If you bought the other versions or buy the Steam version after pre-order you will have to buy the DLC separate. This is not the same as day-one DLC where they withhold content just to make more money.

0-day DLC is always a problem.
Only game I've seen that hasn't screwed over it's fans by selling the Day-One DLC cheap is Lollipop Chainsaw. Pre-order only costumes ftw.
Without the dlc its just dx, seeing as how this is dx+ yeah they are removing content
