Pacman will no longer let me unlock new levels

So beat the first time trial in big eater a dlc I purchased sometime ago (won't buy anymore till the devs fix this broken game, if that ever happens). It says this.

Then I got to where the level is and nope still locked.

I have unlocked the default levels a long time ago so I was not aware of this until messing with the dlc trials. On a side note I still can't change to any pacman skins, music tracks, colors, or anything. Its all just default what the level gives you. I can't customize FRICKING anything.. I wasted money on dlc for this and I won't do it again unless you show a little support for this legendary game. I'd really like some dev feedback we shouldn't have to stumble in the dark over products you sell. You are ripping us off and its making me very angry because I can't find anything about this anywhere. Why do you spring these game breaking bugs on customers and lock content?
