Not quite. Cutting Room Floor suggests a Windows build was found as leftovers from development. The one you're thinking of is Pac-Man Vs., and Miyamoto was involved with that.
Arika developed Pac-Man 99, who are known for Tetris: The Grandmaster. Given also how Heavy Iron developed Mega Tunnel Battle exclusively on Stadia (which also shut down), I'm not sure if there are any plans for them to port any of the two over to other platforms.
