?? STR - this depends on what specific weapon you decide to use later on, but make sure it's at the bare minimum required to hold your main weapon one-handed
options:
it's hard to suggest weapons simply because they vary so much. find a weapon with a moveset that you like and can do well with.
armour will have to stay light because of your VIT restrictions (should you decide to use Flynn's Ring), but it's mostly about what looks good to you, defenses don't matter too much
rings you could use include:
Chloranthy Ring
Third Dragon Ring
Ring of Blades
Flynn's Ring
Stone Ring
Old Leo Ring

Get a rapier, Sh*tload of DEX and INT, buff the weapon and play as all the other tryhards in the queue to die under mah powerstanced Greatswords, you filthy Dex Peasant! ;D

Also, most of the tactics can arguably be perfomed by any other type of build~ usually with much more success in battle, so I'm kinda conflicted about it. The more direct approach as far as just dealing damage is concerned, or effectivness of other things like parrys and riposting, that depends on weapons and shields and not really 'playstyle' so to speak.

30 vgr - probably a good idea to pump that more when you get to 200ish SL
20 end - at least 20, maybe pump it to 30 later on but it isn't a priority
Base/minimum vit - With Flynn's ring you'll be doing a great bonus in dmg and 3rd dragon ring is a really good idea for most builds which will increase your load a tad
Base att - if you plan on using heals/buffs you can definitely pump this up a bit later on
Whatever str you need - obvious, str doesn't really need to be pumped outside of what you need for your weapon and maybe power stancing if you're into that kinda thing
40 dex - you can push this up to 50 later on if you really wanted to, but it isn't the most important thing in the world. again, the increase would really only be for power stancing
Adp - your goal is to have 105 agility, this is really the cap for agility, so if you ever start putting points in attunement lower this with a soul vessel to stay at 105
Int/Fai - Both of these can be neglected for a while, especially if you're pvping and only plan on using poison/bleed infusions. Might be a good idea to bump them later on if you aren't doing poison/bleed and infusing your weapons, str/dex scaling is awful and an elemental infusion is a vast improvement on any weapon. I personally usually aim for 30 in each when I pass SL 200 for pure melee builds, as it will give you great dark/fire bonus and a respectable magic/lightning bonus, and access to support spells and buffs especially.
Armor/weapons: I can't really tell ya what to do there. There's a lot of thrusting swords and smaller rogueish weapons that are all good, just depends on the moveset you enjoy
Rings: if I was running this spec I would be using Flynn's, Chlorthany +2, Third Dragon, and then either Stone or Old Leo depending on if you were using thrust weapons or not
