probably somewhere around 90-100 - you can obv. do it with lower stats, but most ppl who play through game normally and spend souls on lvling up will end up around lvl 90-100 when they get there.

Coop makes Velstadt harder. He gets even more damage resistance and you can't manipulate his AI as well.

SL don't matter so much, you just need a good weapon vs armored enemies
