So saying its the best ring in general is kind of narrow minded, it works great for dex builds, ok for str builds, and meh for elmental builds.
Same I striped down to my axe, chime, and sheild and didn't see that large of a damage boost.
The only situation I've found where this ring is the best choice is if you're a build that focuses purely on physical damage and you don't have more utalitarianly useful rings avalible to you.
It's sort of like the Stopping Power perk in CoD4, it sounds really useful on paper (more damage means I kill things faster, right?) until you realise that it's only a minor efficency increase that denies you the ability to take something more universally useful.
The benefits of the Third Dragon ring, Cloranthy ring, Bracing Knuckle ring, Ring of Regeneration (I use it as a sort of healing buff to make my Estus flasks and life gems work faster rather than for the passive regen), resistence rings or Clear Bluestone rings are all rings that come to mind which are more universally useful during a playthrough than the Ring of Blades due to their utility and problem mitigation.
