1. A target needs to have accumulated at least 10 sin points via invading or killing NPCs.
2. Said target needs to be within 3 soul memory tiers (above or below) of your own SM tier.
3. The target needs to be in an area where PvP is allowed.
Because red invasions are pointless, and due to the lack of a reason to kill NPCs, people rarely accumulate enough sin to be invaded unless they go out of their way to do so. Soul memory tiers further divide up the number of sinners accessible for invasion at any given time. And finally, people can avoid invasions completely by burning a human effigy or killing the area's boss (which also triggers the burned human effigy effect as of the SotFS patch).
I knew most of that, but killing the area's boss prevents you from being invaded in said area? That I did not know.
