Shrine of winter not opening?
So I am currently just playing through the game ( keep in mind i'm not in NG+ ) and I can't get the shrine of winter to open. It just says "Seek mightier souls" when I walk up to it. And yes I DID aquire the 4 great souls. Is there something I'm currently missing or is this a bug? I've never encountered this before in my previous playthroughs.

You didn't forget to actually pick up Freja's did you? Remember it's off to the side after you defeat her.

Nope, I picked it up after I fought her. I also checked the little flames in the majula house. It counted up to 4 so i'm assuming I'm supposed to be able to get through

I think the flames in the mansion map don't indicate primal bonfires actually, since there can be a lot of them lit up later on in the game. They're probably indicators of where you've lit bonfires in general (e.g huntsman's copse / lost bastille etc.)

This house features a map of Drangleic carved into the floor of a large room with bonfires that burn in locations representing the main boss bonfires and where they have been defeated.
When 8 Bonfire Ascetic have been burnt, the flame for that bonfire now burns blue instead of red. It is yet to be discovered what will happen when they all burn blue, perhaps nothing at all.

You have to light all the Primal Bonfires after the bosses

Np mate, just a quick checklist though, did you beat;

- The lost sinner (masked creep that jumps a lot and does very fast slashing/stabbing movements, fought in a big round dark room)

- The rotten (Big blob of corpses wielding a huge machete in a flaming room)

- The old Iron king (Massive demon-like creature that walks towards you through lava)

- Duke's dear freja (2 headed spider in the room where you have to seperately pick up it's soul)

And lit all the according bonfires?
The easiest way to double check is probably to just look in your inventory and check for their souls. You can probably still recall when and/or why one of them is used, if that's the case.

I'm 100% sure I beat all those bosses and lit their bonfires. If that's not the case then I have no idea what the problem is. I'm thinking the game is probably just bugged at this point. Or maybe i'm just stupid enough to miss something, although like I said, I'm 100% positive that I met the requirements. I'll have to go back to each and one of the boss areas to see if I actually lit the primal bonfires, just to be sure.

Just recently I beat old iron king, then walked right past the primal bonfire into the DLC zone. I felt like since I was there I might as well open the bonfire warp for the DLC. I totally forgot to go back and actually light the primal bonfire though. Simple mistakes are commonly overlooked. Hopefully this is your problem, OP, and not an actual game-breaking bug
