Can't beat Frigid Outskirts? Here's a message of hope...
Three important facts you need to know about beating the area:

First, run to the ice wall to the left of the first building. It's out there, but it gives you nearly a straight shot to the boss bridge. The right ice wall is significantly longer.

Second, the cat fight is carefully scripted. The second cat will join based on the number of phantoms you have. No phantoms, and he joins when cat #1 reaches 30% health. One phantom raises it to 50%, and two raises it to 70%. Use this so you aren't trying to speed kill it - exercise caution, and roll underneath the cat whenever possible.

Third, and most importantly - YOU CAN DESPAWN THE ICE STALLIONS.

Let me repeat that. YOU CAN DESPAWN THE ICE STALLIONS.

These enemies spawn strangely - but they aren't infinite, like the zombies in the crypt. Instead, there are a set number of them, and they're invisible. They prowl the battlefield, looking for you, and then become visible when they want to attack.

The reason they SEEM to spawn infinitely, is because they do respawn right after you kill them - meaning, it's possible to kill one the necessary 15 times in a single run, instead of the usual one-kill-dead rule. If you're truly having trouble (really, who isn't?), just move from spot to spot, killing the horses until they stop spawning. You can clear the path completely in a single run.

For weapons, the horses have high resistances to dark and magic, but seem to be weak to fire. I recommend the Red Iron Twinblade (Shrine of Amana) - at 50 strength, it kills a single horse in two good flurries, and can even stunlock them out of the magic attack. Awesome, awesome weapon.

Edit - I hear Santier Spear and the Stone Ring also works very well on the horses.

Its also worth mentioning that a Santiers Spear with Stone Ring will keep the Stallions perma-stun locked with its 2 handed R1 attacks. It can't be any easier when the stallions cannot, literally, attack you.

Santier or Red Iron Twinblade are both FANTASTIC ways of stunlocking the evil ponies. I personally prefer the Red Iron because of my build and the damage, but you can certainly do it with Santier.

If you're out of Twinkling, though, Red Iron is also a normal titanite weapon.

Red Iron is great but due to its slighly slower attack speed some attacks from the Stallion CAN get through (since they have a few frames of hyper armor), due to how fast santiers spear there is pretty much no way they can hope to do anything. Regardless, both options are great. With some smart play its also possible to stunlock them with a sun sword.

My first run of the outskirts was in NG+7, adding red phantoms to the snow is ♥♥♥♥♥♥♥♥.

Well I figured how to run past all the horses right to the boss. But my problem is that I can´t fight them solo. I need at least one phantom.
