Frigid Outskirts path?
Am I supposed to go from building to another to reach the boss or is there a shortcut anywhere? It takes way too long to get there and there should be some trick for making the trip shorter.

you talking about to snowstorm zone that you cant see a foot ahead of you? in my case i say i already beat the expansion and move on lol

You can't make the trip shorter but only safer and sometimes take a safer path is a kind of 'shortcut' ^^

How can I make it safer? I know that the phantom dudes won't respawn, but the horse butthole ganksquads are what always ruins me. Fighting one is a piece of cake but two can be pretty grueling.

The problem with the horses is that they respawn anyway. Your going to run into them anyway you take. I think they just spawn close enough for aggro range when it storms. The easiest way to get there, for me at least, was to throw on a havels and a mace and make my way from building to building. Don't swing more than once but they cant drain all your stamina at once with havels if you are managing it.

I have been summoned a few times where the host runs to the first building the from there, say the second building is at 12 oclock, they run straight to 1 oclock. Its kind of up a snow hill and through the open area, but it doesn't seem like we encounter too many horses that way.

Right before you get to the ramp, you will get ganked by two of them, so remember that and be ready. Also, it seems that people have started to enjoy invading here, so I highly recommend summons. Two horses are bad enough without a player thrown in the mix.

Several way of doing this.
1. Go on your right side, march along limits of the map (determined by a wall of ice meandering next to you) til the cliff where barrels are, corridor to the boss is just underneath, take care to not fall down).
2. Take your balls and rush it, sprint everyday, roll when you see a damn poney and it'll be fine.
3. Go on your left side, same story, march along even if it's longer than what you've thought and you'll naturally arrive at the corridor (did it many times without saying any damn poneys).
4.I'm not sure of that but if you sprint when the mist is down, no poney will come but if the mist is up, you'll be charged quickly so just walk at this time will lower your chance of being charged.

I'll try this now. Almost made it to the boss three times but my journey ended in a pony-bumrush.

This is the hardest thing in this DLC ^^ Summon one NPC plus a player is really helping too, whether for poneys or the kittycat duo.

I think you helped my Lilith character through this. I'd go further and say that, more than 300 hours into Dark Souls 2, I found this section and the end boss the most challenging in the game.

^ I found the end boss be rather easy after unlocking enough knights to keep the portals at bay. The boss himself was pretty simple and predictable with a small moveset. Either he lunged at you with his sword or did that AOE ice-spike thing. I just tanked him with my Havel's Shield and smacked him over the head with a Drakekeeper's Greathammer. ♥♥♥♥ was cash yo.

Ivory King burnt is, at least, way easier than it looks indeed. Even if there's a 'difficulty' before himself, the fight is kinda obvious and really not hard if you summon a NPC and have 4 loyces guardians. However if you go alone with only one knight as everybody did the first time, it's another story ^^ Only did it on NG+12 so i do not know how it is at lower NG

To clarify, I found the Burnt King boss a piece of cake. I'm talking about the bosses at the end of the Frozen Outskirts as being challenging.

The more, the merrier. If you summon one player, the second one will come when the first has 50% of his life and if you summon 2 players, he comes at 75%. Alone he will come... Try to see when ^^
