How is Outcry different from Chaos Storm?
Outcry does like 50 extra damage, takes an extra slot, less casts?

And has a wog like effect that knocks back players (un believably useful) and maybe has split Dark/Fire damage.

Also, fashion souls.

IMO it's far harder to dodge Outcry, there seems to be more pillars.

I agree. It is quite short tho, so it's higher dps, because it's more pillars in less time, I believe. (Not the wind up animation, the channeling of the Outcry)
