You either haven't infused them properly or you are mistaken. What you are suggesting is impossible. It's pure math....
In DS1 having 34 strength and two handing a stone greataxe gave a higher AR than the Dragon King Greataxe, yet the DKG did more damage per hit consistently. DS2 probably has other factors in play that are not clearly visible.
