Nah. There's a few things, including an item drop in NG+ and a line of dialogue, that point to it definitely being Seath.

Also, the dialogue and Old Paledrake Soul suggest that Freja is an incarnation of Seath.
That isn't the corpse of Seath. It is his soul though.
I'm almost certain that memory you're going into is supposed to be Seath's. And the description of the Soul merely hints that Freja HAS the soul, not that she is an incarnation. The duke post-Freja seems more likely to be the incarnation to me. Both Duke's, the location looking kinda like Duke's Archive, the soul being right there in the possession of something imporant to him, both Dukes driven mad searching for a solution to their problem...
But then again it's all super ambigious so who knows. I could be totally off.
