for me, even the pharros above the medusa boss was a waste
I didn't understand what it was for, as I had already emptied the pool of the poison by burning the mill downstairs....i guess the source of water would have made the poison less effective while fighting the boss, so yeah for me was useless
the pool of water cures poison, makes you take less damage from fire if you roll in it, and also heals you as you stand in it.
That is used mainly for getting the chests on the fire-rocks
To answer your question, unless you are in rat covenant most the locks in doors of pharros are completely useless, just made to make the guy you summon in have a tougher time. Most water pool stones are almost completely useless (like the one you mentioned, if you burn the windmill you don't need a poison cure, and if you don't burn windmill all you get is poison from the stone)
Unless you are morally against it, I would advise looking up what the locks you find do, as many of them aren't worth it, but some of them are fantastic.
This can also be used on Smelter Demon to reduce damage you take from his fire aura.
