You switch to fullscreen and pick the same resolution as your desktop. It's the same thing.

In the \Program Files (x86)\Steam\steamapps\common\Dark Souls II\Game folder theres a file called "userconfig.properties"(if not create it).

In this folder put:

App.Window.X = -5
App.Window.Y = -32

Then open the game and put it in Windowed mode set to your desktiop resolution!

It works, but sometimes you have to restart after changing the options.

Like a day after I posted this question a friend recommended Shift Window. It is universally the best program for all games without a borderless window option. http://grismar.net/shiftwindow/

Enlighten me please. It's practically the same thing. I never spotted any difference, no matter what game I tested it on, no matter what I did when trying it out... It's the same thing.

Well windowed and fullscreen not the same thing, obviously.
1.Some games run better/worse when in windowed mode.
2.ALT+Tab works better windowed.
3.Windowed can give better input latency and make controls more responsive.
4.Running windowed also disables crossfire/sli if I'm not mistaken.
5.Windowed mode allows you to turn vsync off and still not get screen tearing in-game. (as long as windows Aero is enabled.)

what did I miss?
He also doesn't know that livestreamers religiously use borderless window.
Thanks sir. I almost went rage mode on the ignorance. *hugs*
