Report a translation problem
There are workarounds, but the pre-load feature of Steam does not allow you to choose. It pre-loads the data to the drive it was installed to.
I suppose it'll be possible to copy the data from one location to another once the game unlocks?
Precisely
a. Copy & paste the whole game directory to the other drive. It might be intelligent not to use the Steam directory here.
b. "Uninstall" the game from steam
c. "Install" the game again on the right drive. Pause the installation process.
d. Copy the DS2 backup into the new DS2-directory Steam created on the correct drive. Resume the installation. Wait a few seconds, Steam will check the downloaded files. It usually finds them and runs.
Just make sure to actually let Steam decrypt the pre-loaded files on release day, though. To make sure they are you might want to launch DS2 at least once before moving the data.
You can try if you gift me a copy of DS2. And please tell me how you decrypted the pre-loaded data, so Valve can ban you accordingly.
