Plus more carry weight is mostly useless for the most part, just go Alva's for high defense low carry weight, downside is not as much poise but poise isntthat great in this game either compared to DS1. If you do decide to wear Alvas, from my experience 9 and 10 to the stat is magic number (You want enough to keep the weight below 70%, just enough)
But if you are going Dex just know 40 dex is the major one. For hp 20 is a good magic number for the most part but if you really want to you can go for 50 for the soft cap. After you figure out all your stats Id reccomend put all the excess to endurance afterwards. Later on with third dragon ring you can get a good amount of stamina that way.

Wether or not it is a waste of stats really depends on the player. For those who are quite experienced, low agility wouldn't be much of an issue as they got the roll timings down.
For me, it helps quite a bit, especially in pvp. I tend to roll "towards" my opponents most of the time, with low adaptability i usaully get clipped more often, probably higher adaptability allows for some lag compensation.
As for the OP. Look at the kind of miracles you want to use apat from sunlight blade. Buffs like Great magic barrier are quite useful in pvp and some bosses in pve. Not to mention Sacred oath that gives a direct physical attack and defense boost.
Heals and miracles like force are pretty good for utility, and imo, if you're pvping. Heals are always great as you can't heal with consumables as an invading phantom
That being said, also keep in mind of the attunemnet slots you need in order to cast them. Some spells require more than 1 scroll slot to be used.
The rest of the stats. Vig and End are always great. If in doubt, probably go for these stats.
Vit, imo, fashion souls. Wear whatever you like keeping your weight in mind. Don't wana be fat rolling unless that's actually part of your plan.
STR and DEX will depend entirely on the type of weapon you're thinking of using.
