Nashandra.
Throne Watcher & Throne Defender are just a sub-boss encounter as well as a Twin Pursuers.

Actually the pursuers are also respawned with a bonfire ascetic.

He is most likely talking about NG. He wants to burn an ascetic for Pursuers to spawn, yet he cant since Nashandra is alive. And he still does not posess the King's Kinship from Giant Lord to chalange her.

Ah ok. Didnt know you have to kill the boss to use ascetics.

That being said, I would vote against it anyways because after killing nashandra, the credits play again, still unskippable.....

I've never killed Nashandra in my own game, but can't you just warp out after she's dead, or jump off the cliff?

you have to explicitly trigger NG+ at the bonfire in majula.

You can burn an ascetic after killing Nashandra to make the double Pursuers spawn and get the ring of blades +2
Source: did it myself on my last character.
NG+ doesn't start until you trigger it at the Majula bonfire like Dbomb said. Be warned: unskippable credits every time you kill Nashandra, even after making her respawn with an ascetic.
