It reduces an enemies' max stamina for a short time, and should deal a bit of HP damage too.

Bleed used to be a really scary thing in Dark Souls because it would literally disappear with half your healthbar, now it's not really noticeable. I have a feeling it's a rather useless effect compared to Poison.
Poison is quite good in DaS 2, but even that is on the weak side. If the enemy is carrying moss it won't do much good.
