You can roll through the fire attack as well.
As for his melee, yeah, this game threw me for a loop at first with the multitude of bosses with delayed attacks. All I can say is you just have to get the timing down. Remember to abuse the few i-frames you have. Old Iron King has 3 types of melee attack, his arm sweep, arm slam, and double arm slam. For the latter two, as I said, abuse the i-frames and wait until his attacks are coming down and JUST about to hit you, then dodge to the side and the i-frames should protect you. If you're too early the i-frames will wear off and you'll get slammed.
For his arm sweep simply dodge into (under, technically) the swing. He'll always attack in a 1-2 pattern which consists of either the arm sweep or single arm slam. Don't ever go to attack the exposed limb on the initial melee attack because he WILL go from the 1 to the 2 and usually hit you if you aren't expecting it. After the 2 he's in his vulnerable state where it's safe to attack him.
Also, when it comes to his fire attacks, the trick to his hand-laser-beam attack is to just strafe to one side as he's charging it up. He'll track your character the entire time he's charging it up until he actually initiates the attack, which is when the attack will lock onto your character's last known location for where he places the attack. When his arm comes down it's safe to attack his ARM, if you get too close to his hand you'll likely get hit by the beam hitboxes.
Whew, well, there's an extensive guide for you based purely on my experience fighting this boss many MANY times. He's really just a learn-his-patterns and timing boss. You'll get it :D

You will have enough time to cast magic after he finished his attack.
If u don't want to waste human effigy, you can use RIng of Life Protection. You will need to repair it everytime you die.
It is possible to dodge through the flame attack. There are gaps in between the flames. Alternatively, if you have access to the Doors of Pharros, you can use a Gyrm Greatshield to nullify his pure fire damage attacks.
Remember to be spatially aware all the time. There is plenty of room to roll around if you bear in mind how close to an edge you are.
Or you could just summon two phantoms and laugh at how easy this boss is.
So, like XenaShepard said, learn his attack patterns, it's the key to everything (except chocolate, it'd melt right away). When he's using fire attacks, retreat to the hook on the right and stay behind the wall until it's safe, he may spam several fire breaths in a row. The most easy to dodge is the beam thingy, just position yourself where you think it's best to unleash your fury and roll just when he opens fire, you'll have plenty of time to attack.
For his physical attacks, roll under the arm to avoid being rock-hard slapped like a shady politician. When he's preparing to crush you, roll on your sides just before being hit. And if he does his crush-lava eruption attack, retreat back as fast as you can.
A last one, if you're confident, get behind his chin when he does a fire attack, you'll be safe and able to land some hits. Just be aware of your location as a mistep is easily done in there.

Second, on the boss strategy: Lightning Spear (pref Great Lightning Spear, I used a combo) with adequate FTH makes the fight as easy as it can get, but it should be easy enough with any form of ranged attack. It's a moonlight butterfly situation.
Two main points: Give yourself room, and proper use of the wall. The first, you'll want to have plenty of room to strafe away from his fire spray, don't plan to dodge or block it. Just position yourself far to his left or right, so you have all the space in the opposite direction.
The second, the wall, by which I mean that corner by the fog door you didn't enter through, can be useful or deadly. If the boss is towards the left side of the platform you fight on, then the wall can be used as cover, to make things easier. If he is at all to the right of the platform's center, then stay away from that corner, as you'll get trapped; in that situation, refer to "the first".
