All those weapons just kick ass for me.
A great weapon for pure strength build is the Curved dragon great sword (in +4 and fire buffs she's kill in 4 hits or 2 hits), Demons great hammer (in +2 she's perfect for PvP) and the smelter hammer (in +10 she kill all enemys in game with the strong attack) sorry for my english, is not good (im brazilian) and thanks....
Let me correct myself. There ARE a lot of greathammers in the game but most are pretty difficult to get. I guess it makes sense that most are late game because you need a lot of strength to wield most of them.

The Demon's Greathammer is the strongest greathammer in the game as far as I know but it's rare because you can only get it from Petrified Somethings and Smooth Silky Stones. Even though the great club and large club are considered greathammers I still think of them as a lower class of greathammers because of them being made of wood and how they look/how they're "designed". They're strong but for roleplay purposes I would never use them for a Paladin build. A Demon's Greathammer also kind of doesn't make sense for a Paladin build because it's literally a weapon used by Demons back in Dark Souls 1 but it's still a paladin-like weapon because it's a huge mace with a intricate design. There's also the Old Knight Hammer which is perfect for a paladin build or just a greathammer (pve) build but there's two problem with it. It's only obtainable via a special chest in Drangleic Castle and like all Old Knight gear it has super low durability (which means sacrificing a ring slot for the Bracing Knuckle Ring +1, and then the +2 version you get in the Undead Crypt).
Now I know you said you wanted weapons viable in pvp but imo ANY weapon in Dark Souls 2 is viable in pvp if you know how to use really well. Also knowing how to be unpredictable with the weapon helps (playing unlocked and tracking your enemy to smush them into the ground).
Sorry for the super long post but I just remembered these two weapons. They're both really good warhammers/greathammers.

What? Are you dense? That weapon has S scaling in DEX. Not strength
Edit: It has B scaling in strength which is decent but there are much better weapons for PURE strength builds, as you said. If you were to go for a quality build (40 str, 40 dex) then I suppose the CDGS would be a good choice (if you could ignore the sh*tty moveset and reach it has).
