Killing guy in Wheel Chair
Too lazy to look up his name on wiki, but if I remember this right killing him give a S lighting scale chyme. So is killing him going to cause anything bad to happen or make somthing harder for me in the future? Because if I remember right the other way of getting it is some kind of quest line.

The alternative is to visit him at every location, clearing three dungeons, then killing a difficult boss. Your rewards for all of this is a number of hexes, and the best lightning chime at the very end. I just killed him on my pure faith character.

If you're going for 100% achievs, you should join the cov. and do it the hard way for the hexes and boss soul (which trades in for another hex)

Or just do it on another character, if you intend to make a pure hexer later. If you've not done it before though, you should definitely do it. I hear killing him after you join the covenant puts graves at all the dungeon locations to allow you to actually do them, and you'd get the chime early. Not sure if it's true though.
