Sunlight Blade scales with your "previously existing" lightning damage, which is determined by faith. Is your weapon infused with lightning, or does it have lightning damage on it's own like defender's GS or Heide weapons? You can use the spell, but your faith is low so the 30% increase is not getting the full advantage of your faith stats.
Flame weapon does the same thing, except it adds 50 fire damage. So both are adding 50 damage, but neither are getting the extra percentage bonus. Choosing the right buff in this case depends on your enemies, i.e., are they weak to fire or lightning?
If you're just rolling around with a weapon buff and aren't sure which to choose, more enemies are weak to lightning than fire.
Flame weapon lasts for 90 seconds.
wiki: "As of patch 1.06, at 50 faith, Sunlight Blade lasts 90 seconds, and at 10 fth, SLB lasts 10-12 seconds."
Edit: Basically, they're both good. They're even better when you have weapons that already deal fire or lightning damage, and better still if you have points in INT and/or Faith.
