But Dex weapons swings fast, and with the exception of Greatsword they are dominating the PVP scene. Most the good strength scaling weapons are heavy and slow and you have to be very skilled to use in PVP. But in PVE they are demolishing everything.

The self-damage was recently increased for Chaos Blade (now 50 damage per hit, was 30) so you now need the Ring of Evil Eye +1 to not lose health when one-shotting targets, or the +2 version to heal from kills.
Currently, my Blade is sitting at 250+234 AR.
Go ahead and use it, it only gets better the more health (and thus freedom of use) you get. It also has reasonable potential with RTSR in skillfull combination with its 150 Counter Damage.
The biggest downside to the sword in PvP is due to the false-hits you can get, where you'll strike a target, hear the sound-effect for a successful hit, but they dodge anyway, and you still lose health because it counts as a "Successful hit". This annoyingly builds up over extended fights and is honestly the biggest drawback.
Other notes: Ripostes / Backstabs do not cost health. You will, for some ♥♥♥♥♥♥♥ reason, lose health for destroying environmental objects like crates and urns (not the case in DS1).
PVE it's more managable though.
It's a rare drop from a red phantom that rarely spawns in the iron keep belfry while you're a bellbro. You'd probably be better off trading for it.
EDIT: I should also warn you it's not an amazing dex weapon. At max upgrade cap it only has a b in dex. I prefer the regular old uchi to it.
