You can only poke-poke-poke and poke some more (with R1 at least). This can make almost all melee combat situations easy because you're always at a fair distance before attacking, like spears.
In the end, I see the Syan's as a cosplay weapon, or for collecting purpose.
Regardless of whether Syan's Halberd "should" or "shouldn't" be nerfed, there is an inconsistency with the AR that should be addressed... I understand that sometimes the AR looks weird on some staffs and stuff, but I can't think of another melee weapon that deals THAT little damage compared to its AR. I also don't understand why the 1-handed attack would hit harder than the 2-handed despite consuming less stamina.
While the moveset offers some advantage compared to other Halberds, it does NOT compare to spears. The sweet-spot system forces you to keep just the right distance from the opponent. You'll get reduced damage if you're too far - just like any spear - but unlike spears you'll deal crap damage if you're too close. I can understand making it deal less damage relative to other Halberds, but it makes no sense for it to be weaker than spears.
If the weapon must be nerfed, the AR itself should be nerfed, especially considering that they just recently nerfed the swing speed!
