according to steam 92.6 got this achievement which is essentially the first you get after starting the game but then there is a 7,4 that didnt even touched the game dafuq?

nope. have to be online for achievements to pop in DS2

Online in steam, yes. You can play offline ingame and online in steam, still getting the achievements.
