I just go in NG (not NG+) when I finished the game. Because the feather for example can be useful when you ran out of estus / have broken weapons.
As other gear might be usefull too, like the defender shield/kings shield, etc.

Earliest I would recommend to start dlc is roughly when you reach to Drangleic Castle. While the enemies in the dlc are not that super hard, there are couple tough invaders and the bosses are among the hardest in game.

I think it depends on how many Estus flask you have, and repair powder, or how many back up weapons you have. I started to play the DLC with my around level 60 character, but I only had 5 Estus flask, because I haven't gone through Earthen Peak yet, or the Shaded Woods, or even No Man's Wharf, so I feel having 8 estus flask is the minium.

Plus both of my Clubs where on the verge of breaking, both the Large and the Great club, so I had to finish the first face with a Dagger, and just decided not to go through the rest. The reason I try to go through with this character was early access to Petrified Dragon Bones so I could upgrade some boss weapons.

It was okay to go through my other characters, but lowest I went through was with a level 89.

Also a reminder: Melential will restuck Bright Bug after each time you defeat a Great Soul, and they will cost more each time, so remember to buy all before you beat a Great Soul.

Directly after you have beaten the rotten. Most fun on low leve.

I started at level 80 with a mundane build its definitely hard at this level and all I did was farm the puzzling stone sword, repeating crossbow, and drakeblood armor set did not kill any bosses the small mobs were very tough fun as hell tho so I would recommend much higher level than80 tho keep in mind I had no leveled gear when I started and using a hammer as a weapon on ng ( I was waiting for gear from dlc so I didnt want to waste items and souls)

Edit: actually just remembered I got most of the items in the dlc and all the bonfires but still did not kill any bosses

is sl 250 on NG+? if so then it could still be a challenge. A level 80 or so with a good equipement and build could probably do it. 150 on NG is probably overkill.

Do it as soon as you like, especially on lower level characters, simply for access to one 'npc'.

Ring of Life Protection and the dlc's strange tree creature's power, i'll never have to spend any extra souls again or worry about losing them.

Bugger that. Free catarina helm, long bow +7 and the notched whip +7 near the tree are good enough reasons to head in as early as possible.

Where is this tree located in the dlc? How do I use it? I wasted so many souls on the ring of life protection

It's on the other side of that ledge across a chasm with the petrification spitting statues. Gotta hit a switch behind them with an arrow to raise the platform leading across to the tree. How to use the tree? Grab the notched whip +7 that's on the corpse in the room with the tree, equip, and slap him with it. It'll repair your gear every time you slap it with the whip. Doesn't react to anything else really, beyond dying and dropping a few dried roots.

Just get the monastery scimitar and just parry the enemies like crazy, will not help much against the bosses however.
