How To Cast A Spell Such As Soul Arrow ?

I am sure a simple answer but non-the-less I am perplexed.

So, I have clerically-build. I have no idea how to cast spells. I have 15 soul arrows, how do I cast them? It is my understanding I need a weapon that can cast the spell too? I have a staff, that I would think should work, but I can't figure it out. In addition, I have the red "x" which means I don't have the abilities to use the staff to its full capabilities.

I have researched a bit, but I have yet to locate a source that is specific enough; it is always an explanation to the effect of you use "x",. to do "Y," etc. without specific enough instructions. So, to be specific with my question: I have 15 soul arrows. I need to cast them. I am using an Xbox controller on a PC. What equipment do I need and what buttons do I press to activate the spell.

Basic questions I am sure, but I just can't figure it out! Thanks for any useful info.

You need the staff, but you must have the requierements to use it. Once you have them, just equip it like any weapon and R1 to use spells.
For some other spells you need a chime or the fire hand, but it's the same mechanism.

Thank you for taking the time to reply. Research is okay, but direct answers on forums are great confirmation which I exactly why I posted.

Yeah me too, that's why I pick up trash around my neighborhood, took in a stray cat in sub-freezing winter, and study the weather for the greater good of all. You know, real, impactful things
