What the hell does that have to do with Vengarl's "questline"? It's simple, backstab vengarl's body a few times, he dies, put the cat ring on, hop down from the ledge near where you beat vengarl's body, talk to vengarl and now you can buy both of his weapons and his shield. You can get there as soon as you step into majula if you speedrun to the fragrant branch of yore in the gutter (even though thats not recommended).

Vengarl's body is right after Freja's in my game, nowhere near the head! =S

Oh i'm sorry. I thought I was in the forum for the SOTFS version of Dark Souls 2. Ignore what I said. I think the location they put vengarl's body at in SOTFS makes a lot more sense though (he got decapitated in the upper part of the shaded woods and then his head rolled down to where we find him amongst a pile of rubble in the foggy part of the shaded woods).
