There will be limitations to what you can modify when regarding existing DTG content, simply because the Editor isn't able to access assets which are set in the game. We've referred to these as "cooked assets", and this happens when we package our builds to ship you the game files.
Extending routes requires changing these "cooked assets" (explained more on the stream preview linked below, but again this refers to existing assets) - so this won't be possible.
You can however add new scenery to existing routes, but just not modify the assets which are already included.
I hope this helps, I highly recommend using the timestamps on our PC Editor preview stream to find out more information: https://www.youtube.com/watch?v=zNWuhovnLtI
And yes you will need to own related scenarios in order to play community content on them.
