The character looks really fuzzy and there's a weird purple effect happening on the eyes. When they're talking they seem a bit choppy.
Second, I'm pretty sure that the fuzziness you're seeing is also because this game came out many years ago and if I'm not mistaken, wasn't originally made for 1080p HD. That upgrade was a bit more recent when it was ported to PC (quite well I might add) and either it was made to look that way, or simply its an effect of quality changes. Regardless, I don't believe there is a fix given that its not a bug or anything, its just the way the game is supposed to look.
I hope that helps, this game really is a gem, even years later I couldn't help but buy it again and replay it. And to be honest, there was nothing stopping me from playing it again on my 360. I simply was willing to buy it all over again, its just that good I guess.
Yeah I've checked the video settings and they all seem right but yeah it's not issue for overall quality, I just want to make sure I'm getting the full experiance because the art looks amazing.
There is actually some interview video with some of the VA cast that tells about it here on steam, I'll find it and tag a link here for you if you're interested. I never finished the video as its rather long, but it really tells an interesting story of the last few months of development and all the work and changes that were made in the last few weeks. Even the people cast as Arrah and Dust were changing places or not even cast until the last week or so. Found it to be really interesting/amazing the hard work that was put into making this, as well as rushing the last chunk of development into less than half the original predicted time.
Again, if interested, here is that link. Its an interesting thing, definately worth getting some 30-60 minutes in just to hear things about making the game.

Though if you haven't finished beating it, there might be spoilers and such so you may want to finish it before watching/listening.
