You click on Compress Game Data and follow the prompts.

i figured it out myself after a few hours of trial and error. but you have to first include all the contents of the rtp folder within your games own files in order to compress game data and still have it be launchable.
No you don't. You just tell people to download and install the RTP.

Just tells you to get the free trial or buy it. you cant expect people to go and download a trial version just to open a game. its much more convinient to the player to have the assets already there. thats like buying the last of us and having to buy the textures seperateley just so you can see stuff
NONSENSE! The download options show the Run Time Package option loud and clear!

I dont know where you are looking on the site. nor do i think you understand my point. What person would download a game if they also had to go to xyz site just to be able to run it.
I look where it clearly reads "Run Time Packages" in exactly the same Font and Size as all the other download options. The site even highlights it when you hover over it. Can't get any more fancy than that.

As for who does it? Anybody who ever tried to run a program that required a Microsoft Visual C++ Redistributable Package, a .Net Framework, a particular DirectX version etc. from a developer that did not include them with their installer.
