As far as full nudity and sexual content is concerned, i can't see any reason they can't show up in LbY and from the way Rod Humble mentioned it, he and Paradox don't want to get in the way of the way users wish to experience their content and how they play their games.
I don't know how content in the workshop will be moderated, but i do hope there is room for 18+ content even if it is against their UGC rules as it currently stands.
i suspected something like that might happen with a site like LoversLab and others like it.
But i do believe there could be a mod or two that might reach into a grey area where these things are concerned (and not necessarily sex related), they aren't actually 18+ but they have all the relevance of being 18+, that sort of situation where you'd think they don't belong but end up on there on the workshop.
I think we could see 18+ nsfw mods end up on the workshop, i mean wallpaper engine has nsfw content on the steam workshop, they have a thing that you can select for mature stuff, and steam already went down the path of trying to remove nsfw stuff and everyone went crazy, so i think we should be fine with nsfw mods on the workshop as long as they have it setup the way wallpaper engine has theres setup
