Make sure the game is running in administrator mode. As well as potentially temporarily disabling any antivirus you have in case it is restricting the reading of the Config or game settings.
We also suggest disabling Game DVR if it is enabled as we have had some user have this negatively affect their gameplay.
Nvidia has a setting in their software that is supposed to limit framerate to 20 on background processes. Sometimes this can jump to active processes as well. The first would be to head into the Nvidia software and disable that completely.
Another thing that could also cause this with similar setups we have found was V-Sync where it unintentionally capped some screens that can go much higher.
It seems there could be some issues with a recent update to Windows 11 which can cause this. We are seeing this across many titles. We have reached out to Microsoft for more details on this.

Unfortunately, I already refunded my game, so I can't test any of these settings, however I checked them all just in case. I had already tried running the game as Administrator and set up a firewall exception for it, my Game DVR Service is disabled, the Background Application Max Framerate is set to "off" in my Nvidia Control Panel, I never use V-Sync in any of my applications, and I'm on Windows 10 Pro, not Windows 11. So it looks like none of these suggestions would have helped me.
